BIDs are often a waste of business owner's money. Some work well - the Times Square BID for example which cleans the streets and has a clear presence. But here under the auspices of LICBDC the best they can come up with are banners every few years. I say whoppee.

The earlier BID that was attempted several years ago would have added additional lighting to some select areas and had some support for the arts and small businesses along Vernon. But there were not enough business owners interested.

#2, when was the vote? I suspect the result might be different now as compared to 10-15 years ago.

The BID only includes those real estate owners who agree to be a part of it and pay the extra dues. It's usually voted on, and something that has to pass (I think unanimously) but all property (business?) owners in the designated area. I believe there have been attempts to pass a BID at Vernon/Jackson, but unsuccessfully. Business owners/property owners have to pay extra, and then out of those funds, the BID works to improve the district. Like for example this one on Jackson Ave is doing the median work to beautify the street.

Why doesn't the BID extend further down Jackson and include Vernon. We could us some help on similar issues in those areas as well and both streets will become major retail areas.
